Customize attachment settings in Outlook 2007 Level 2 not working

This seems so simple to do.. but when I put pdf in the field on the Add file
types to block as Level 2 2007 Outlook ADM template the client still tries to
open pdf files right from outlook. Why does this simple feature not work?
