Is it possible to change priorities from the 3 choices "low, normal, high" to
4 new field descriptions - such as "important and urgent", "important but not
urgent", "urgent but not important" and "not urgent and not important"

No, but you could prefix your task subject with a word or number like this:

ImpUrg: Call Jason
ImpUrg: File taxes
Imp: Meeting with Susan
ImpUrg: Send Invoice
Urg: Call Mike
Imp: Order new envelopes
NI: New lunch menus

I might actually use numbers instead: 1-4 so that they sort more readily in
order of priority.

Not Important Not Urgent = DELETE.

Don't make those into Tasks.
