I have a coworker who is trying to create a header in Excel that doesn't seem
to fit the options.

The header is basically a table with text and a graphic in it that stretches
across the entire width of the page.

As far as I've been able to tell, the only option for me is to create a
graphic of this header and insert it as a picture.

Can anyone tell me if there's an easier route?

I don't think there is an easier route but may depend upon how much text(limit
is 255 characters) and how large a graphic.

You may be able to add the text to left footer and graphic to right footer.

I would go with the create a graphic route.
