Custom Stationery not showing as footer beneath signature - How co

=?Utf-8?B?U2Ft?=

I created custom stationery that used to appear below my signature. All of a
sudden (perhaps after Ooutlook 2003 SP2) it now shows above the signature.

My IT group is stumped, any ideas?
