Custom Stationary Images don't Send

Images from custom stationary I create for OL 2007 don't send.

Is there some way to use the outbind command, or something else in the <IMG
tag to get outlook to send the image?

I have noticed that custom signatures need both HTML and some other type of
visual markup language together for it to attach images.

Is there any way to get this to work?

Thanks, and sorry for the re-post. This is Very important to a project I am
