Access 2003

A custom shortcut menu is assigned to a form. It works on that form or pops
up on right click when I hold the shift key down to open the database. It
does not come up when the database is opened normally which runs autoexec.

It appears that a configuration setting has been toggled and it can be
bypassed with the Shift Key method but not sure which setting it might be.

It turned out that a bit of code was running to disable all menu and tool
bars at startup. The two shortcut menus of concern were disabled along with
the rest.

The shortcut menus had to be re-enabled specifically now all is calm again.
