Custom Security Level Disabled

I have a windows 2000 domain with some restrictions in
place for my users through GPO's. When I go to "Internet
Options" and click on the "security tab" the "Security
level for this zone" is disabled. I cannot click
on "custom level" or "default level". I cannot even use
the slider bar to the right.

Even when I log on as the domain admin who has no GPO set
to that account, I still am unable to access these
settings.

Any Ideas?

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".

Try this:
1. Close all instances of IE
2. Open regedit.exe, delete the following registry branches:

<HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions>

<HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Infodelivery\Restrictions>

<HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Internet
Explorer\Infodelivery\Restrictions>
(Note that you may not find all these registry keys on your system)

3. Close Registry Editor, restart IE.
