Custom Form Sizes

I'm trying to print lables 1" x 3" in Windows XP.

My Accsess application cannot see the custom page sizes.

Even the Printer Properties don't have the custom paper
size I created

There must be a way. Windows 98 worked like a charm. XP
cant be inferior to that?
