Custom Fields for Outlook and Exchange

I've been searching the internet and the information about Custom forms and
fields is pretty light. I can't really get a good picture of how it is used
but i assume that the following should be possible:

1. I have an Exchange server 2003 with Outlook 2000/2003 clients.
2. I want my users to get a custom form each time they compose a new message
3. This custom message needs a custom field (reference) which is a required
field
4. Every outgoing message is copied to an archive account (message journaling)
5. Due to the reference field message can be archived for the corresponding
project

But I don't know how to set this up exactly. I suppose that starting an
Outlook client and creating a new form would be a good start, but I'm also
thinking that I might need to extend the fields in my Exchange server? Can
anyone help me with a solution or a push in the right direction? Because I
can't seem te find the topics Outlook Cutom Forms and Exchange combined.
