When creating a custom commandbar, what is the difference between a
msoControlDropDown and msoControlCombobox?

I've tested both and they appear to have the same functionality.

With a msoControlDropDown, you can select only items in the list, populated
with AddItem. With a msoControlCombobox, you can type in entries that are
not on the list.
