Custom Balloon Tip?

I'm using a Balloon Tip with my notifyIcon in the system tray.

It's working okay, but I would like to popup something a little more
elegant.

Perhaps a popup with a transparent window and some light blue shading, etc.

I also need to turn off the balloon tip "pop" sound.

Has anyone done something like this?
