Custom Background question

I am trying to make the custom backgound in a presentation master be able to
print in solid b/w. In another presentation we can print without any of the
backgound and have just the type or graphic. I noticed tha tin Master View
that backgound is not moveable whereas in my version the background graphic
can be moved around.

How can I set my background to be (1) printted in solidb/w and become
unmovable in Master View?
