Is there some way to debug custom animation? I need to be able to single-step
or set some type of breakpoint to find problems in animations. The custom
animation time-line does not move the window so that you can watch the
progress. Also, is there some way to start the animation at some point other
than the beginning?

Unfortunately the animation timeline can only be started from the beginning.
If possible, divide your animations over several slides.
