Cursor freeze

Please help! Ever since I upgraded to Windows XP, after power outage, when
rebooting, the cursor freezes in the middle of the screen; mouse becomes
non-functional. The tab key is the only functional key. The desktop is what
comes up when I reboot after a power outage, not the login screen which you
can navigate through with just the tab key to shut down normally. Is there
another way to shut down in normal fashion without using the mouse?? Limited
ability when you Control/alt/delete when all you have is the tab key--will
not disconnect or log off when you tab to it and "enter".
