cursor blink

My new tower runs XP Pro V5.1 SP2. When I place the cursor on a text-entry
'window' - e.g. this "Message" area - I get a very rapid cursor blink with a
tool tip. I'm pretty sure it didn't do that before, as I find it quite
annoying. Is there a way to turn it off?
