So you are being secure by encrypting your hd, but have failed to utilise a
backup regime?
If scanpst cannot repair the file, nor third party tools, then your last
option is a proffessional recovery, for which you will need to open your
wallet.
You might try tech support for your encryption software & see if they have
any comments, as it is this that appears to have sunk your pst
