a cummulative or to-date total based on time and metrics

2 FORECAST 120 210 330

It is currently feb 20th and I am forecasting feb only and have actuals
for feb only...not march but i have my plan locked in for the year.
I want to be able to calculate plan-to-date in the year to date column
which would be jan and feb only so I can see the relationship between
actual, forecast and plan-to-date. I am looking for a formula that
will give me a "to-date" total based on current point in time and
exclude future months.

so year-to-date plan should come out to 300 and exclude march if it is
currently still february.
Does this make sense? I have tried if, then arguements but have bene
unsucessful. I am stuck.

any help on this would be greatly appreciated.
