Ctrl + Shift gives an annoying alignment

Hi!

When editing text in almost any MS editors (Notepad, Word, address bar
of IE, ...), the key combination Ctrl+Shift changes the alignment of
the text and adjust the text for languages writing from right to left.
(Arrow keys work in opposite direction, Delete deletes the character
to the left of the marker, typing types to the left etc.)

This is very annoying, I use Ctrl Shift often with other keys for
marking entire words etc, and when changing your mind, missing a key
etc the text flips like this.

(This is not the key combination for switching between different input
languages/keyboards, that feature i have already turned off.)

Is there a way to disable this behaviour? I experience this in both
Win2000, XP and Vista..

You must have installed some right-to-left language. You could
uninstall it or else have another look at your keyboard shortcuts
for changing the language and the keyboard. Note that these
are two separate settings!

For Input locales I have Swedish and Enlish (neither left-to-right
writing...)
In Regional Options most languages are checked in the General tab
("Language settings for the system, Your system is configured to read
and write documents in multiple languages")
Hot keys for input locales are all dissabled (stating "(None)" for key
sequence)

Am I the only one experience this??? I don't think that I did any
special configurations.
Ctrl+ Right Shift = right to left writing (arabic style)
Ctrl + Left Shift = left to right writing (western style)
