I know this may be common issue, but I am going to ask anyway.

When at the welcome screen, we don't allow users to see the Administrator
account. Instead, we use CTRL ALT DEL twice to access the account because
only several of us are permitted to use it.

However, and here is the issue, when we exit the admin account via "lock" or
"switch user", we are unable to access the old logon screen by pressing CTRL
ALT DEL twice again. We are forced to reboot or log on as another user.

I'm not sure if this is a registry tweak or what, but if anyone has some
answers it would be greatly appreciated!

There are 2 methods of login in:

1. The Classic Interface
2. Welcome Screen

See, if you are using the Classic Interface where you require to enter the
User Name and Password then you can not use Switch User command or if you
have Turned Off the Switch User command from Users (Change the way users log
on or off) in Control Panel then pressing Start+L key will Lock the Computer
instead of Switch User and Switch User will be removed from Log Off dialog
box.

So, it clearly defines that when using Classic Logon you can logon with more
than one user at a time.

But in your case, you are using the Welcome Screen. But there is a problem.
The way you are using to switch to Administrator account i.e. CTRL+ALT+DEL
twice is a trick to log on to Administrator account when using Welcome
Screen. If someone who don't know about or if using Windows XP Home Edition
then he has to login in Safe Mode to see the Administrator account.

Now, as you said "when we exit admin via 'lock' or 'switch user' command",
actually you are not exiting you are only switching and while Switching User
the CTRL+ALT+DEL Twice command will not work. You have to log off from the
Administrator account to login to another one.

Otherwise, you can enable the Administrator account on welcome screen using
the following script:

After that you can use the switch user to switch from admin account to
another one without logging off.
