ctrl alt delete not working on logon

The system is an XP pro machine. SP1

When the user is presented with the XP logon (to join the
domain), the ctrl alt delete keys dont work. I know that
the keys are functional.

When I try safe mode, I can get past the logon screen, but
as then the system re-boots itself.

I suspect that the system may have a virus....any one
dealt with a similar problem?
