Ctrl, alt, delete does not reboot computer or bring up task manager in xp home

Runnig xp home version 2002 service pack 1 on Toshiba
laptop , when i try to use ctrl, alt , delete the
computer hangs and does nothing. It won't restart or
bring up task manager. When I goto tool bar and right
click to taskmanager nothing happen either.
