CTRL+ALT+DEL problem

When I start my laptop and try to log on by pressing ctrl+alt+del, I
get no response. This happens rarely and seems to be random. And it
also happens when I log on after loging off. The mouse responses
correctly. The keyboard is fun, sometimes the Caps Lock and NumLock
are still usable, but sometimes they do not response.

Ususlly I have to reboot so that the shortcut comes back, of course, I
lose my data if the computer is in suspension mode...... I did
reactivate the shortcut once by pressing the keys randomly, but this
luck has never been repeated.

This also happens on other's laptop. Who knows how to deal with it?
