CTRL-Alt-Del Logon Screen appearance

This is something that is driving me nuts. With 1/2 the computers in my
network the Ctrl-Alt-Del logon screen has square corners and looks like the
"classic" style rather than the rounded Edges and nice colour smoothing of
the XP Style.

I can't figure out why. Reinstalling fixed the issue so I know it is a
setting. It doesn't seem to have to do with refresh rate or colour etc. I
have even copied over the default users profile in case it was a setting
there.

Any ideas how to get it back without reinstalling?

Windows XP style is there when users login.
