CTRL + ALT + DEL How to Disable It and Enable

Hi, my problem is different with the others since there's are how to enable
CTRL + ALT + DEL, mine is how to disable it. Anyone know how to do it? And
also the start menu? I am making a kiosk type of system and I want to disable
the two controls for a while before I give the control back to the system.
Any help will greatly appreciated. Thank you.

What do you mean disable it before you control back to the system ?
