CSS - works on one page, not on another

Hello, all;

I've been trying to pin point a problem so that I can
correct it. I have a personal website that utilizes the
same CSS file on three different documents. Two of the
three pages do not show the CSS. The other page shows up
perfectly.

The head information was generated via a template program,
so the problem won't be the CSS document (works on one),
nor the HTML code (works on one again).

Does anyone have any suggestions? The documents are :

Only the last one has the CSS styling show up. And it's
not any specific computer. It does the same thing on other
office computers, and from other networks. It looks like a
bug in I.E. because it shows up fine using the Mozilla browser.
