CSS stylesylesheet in Include page not seen?

I have an include page that references a stylesheet. It works fine by
itself but when included in another page the attribute did not work. As
an experiment I added the reference to the stylesheet in the main page &
now it worked.
My question is: Shouldn't the 'Parent' page inheirit the references from
the include page?

I understand include pages are usually beneath the HEAD area, after the
basic page definition but I would think that parameters from an include
page would be added to those of the main page.

Only content that is between the <body>...content...</body> tags is included in other pages using
the FP Include.
