CSS Positioning

I cannot position my headers! I tried absolute positioning, but it didn't
work out and it took too long - I need to do this on lots of pages. I tried
relative positioning, but this left a giant space between the footer and the
content. I tried tables and they move into weird places. Does anyone know how
to lay this out?
