css padding on images not working in XHTML 1.0 doctype

In XHTML 1.0 Transitional css padding (eg. style="padding:10px;") has no
effect on <img /> tags in IE6. In Mozilla padding does appear, as it does in
IE6 HTML 4.01 Transitional mode.

Which is the correct behaviour for padding on images in XHTML 1.0?
