CSRSS.exe Consuming too much processor time

I have a Win2k server SP3 and terminal services enabled.
Using task manager i have noticed that the CSRSS.exe
process is chewing up a lot of processor time. How can I
fix the issue?. Is there a hot fix?. If I stop and restart
my computer would that fix the issue?.
