cryptdlg.dll missing or corrupted Win ME

After installing IE6 from Money 2004 CD and from the Microsoft download
center result in Setup was unable to install all components. cryptdlg.dll
missing or corrupted. Try reinstall again.

I have tried to extract and re-register cryptdlg.dll using msconfig. I have
manually uninstalled IE 5.5 . I have tried to repair IE6 using add remove
software. I used IEradicator then reinstall.

I have deleted uninstall files then reinstalled all to no avail. Any
suggestions? Thanks Bob Guice
