Is there anyway to crop the overscan area out at the
bottom of an analog capture. Is there a filter for
MovieMaker?

Yes that's a problem I used to have.

One program that will deal with the issue very well is MovieXone or
MovieDV from www.asit.de or www.aist.com You drag your film clip on to the
time line as in Movie Maker. Then you view the video in a Composition window
and enlarge it ever so slightly so that the edges of your video sit outside
the box. You can move it around so that you do not loose the top of the
picture or using the time line you move it around in a 3D space so as to get
the effect of panning or zooming and of course the cropping that you want to
do.
