Critical Update will not download

I am prompted by Windows Update to download a critical update as follows
"Security Update for Microsoft Data Access Components (KB832483
Download size: 2.0 MB, < 1 minut
An identified security issue in Microsoft Data Access Components could allow an attacker to compromise a Windows-based system and take a variety of actions. For example, an attacker could execute code on the system. By installing this update, you help protect your computer. After you install this item, you may have to restart your computer. Once you have installed this item, it cannot be removed. Read more...

After the update downloads during the installation, I get the following error message and the update does not install
"The software you are installing has not passed Windows Logo testing to verify its compatibility with Windows XP
This software will not be installed. Contact your system administrator.

Then it says the installation is complete, but it clearly is not complete. The same critical update is out there on Microsoft's Windows Update website for me to download

Look for "When installing an update you receive the following message:
"Software you are installing has not passed Windows Logo testing""

If that fails, try the windows Update Checklist:
