If you check the default Creator Owner permissions you will note that
they are "special" because they are applied to a different set of
objects than the standard permissions. Those permissions are not shown
on the first tab, you have to go to Advanced.
Creator Owner permissions are designed to be applied to new objects
created in the folder where those permissions are defined. Standard
permissions apply to the object on which they are defined and child
objects if inheritance is enabled.
