If you are referring to captioning as practiced in journalism,
Poynter.org is one my my first stops for anything related to the news
business. See, for instance, their Resource Center at
http://www.poynter.org/resource_center/ Good journalism tips - and good
writing tips in general - abound there.

Captioning images for PowerPoint presentations may differ a bit
depending on context and delivery method (what are they captioning?
does it require explanation or not? is the caption doing the explaining
or is the speaker? by creative, do you mean funny, witty, sly, snarky,
clever, poetic? etc.)
