Creating a VPN on Windows 2000 Proffessional

I was reading how to create a VPN at:

http://support.microsoft.com/kb/308208

Step 2 states:

Click Start, point to Administrative Tools, and then click Routing and
Remote Access.

I do not see Administrative tools here, but I do see administrative
tools under the control panel, so I go there and look for Routing and
Remote Access. I do not see any "Routing and Remote Access under
administrative tools.

Any ideas?

It's an MMC Snap-in (Rrasmgmt.msc) on server versions only.

You can display Administrative Tools in the Start Menu by right clicking
on the taskbar and selecting Properties, then look under the Advanced
Tab to enable the option.
