Creating a VPN connection

its Windows XP profissional , Toshiba Tecra S-2

when i go to network connections and try to creat a vpn connection:

Menu bar: File> new connection > connection wizard: next> connecto to etwork
at my workplace.

the last window i see is [ creat the folowing connections :1-Dial-up
connection, 2- Virtual private network connection ]
that window appear in grey shade color and is not active so i can choose
nothing ?!?!?!?!?!?!?!

can you please tell me whats going on :-( i need to creat a VPN :-(
