Creating a VB.Net Project Template

I've managed to get as far as creating a template [VB.Net] project
(using 'Studio 2003), but I've hit a bit of a snag.

How can I add a customised vbproj.user file into the created project?

The template I've created needs to drag in a number of assembly
references so I'd like to set the Reference Path, which is, of course,
held in the Project user file.

Any suggestions?
