Profiles are originally derived from the Default User Profile, unless you're
using mandatory profiles. You can configure the default user profile the way
you want, so new user logons start from a known good setup. You then can
lock down settings with NTFS, Group Policy...
Application Publishing is a Citrix feature, not that of Terminal Server.
