creating a text file with Shift JIS encoding from Access 2000

I'm trying to create a text file from MS Access with Shift-JIS
encoding. I'm somewhat familiar with File System Objects but as far
as I can tell they only have option of ASCII or Unicode. How can I
create a text file encoded in something else, such as Shift-JIS?

I do this with STREAMS and ADO all the time
