Hi
I wish to create a template for a website in frontpage that will have a
banner and a left hand side navigation bar.

Should I do so using tables, or should I use the frame pages tab(banner
and contents)?

What version of FP? With FP 3 use a DWT instead of a template.

Use CSS or tables to layout the web.
