Creating a "Sand Chart" in Access

I am working on a project at work that I need to create a Sand Chart for. I am using Access 2007. My database has over 7,000 records that are constantly changing. I am utilizing this sand chart to manage the capacity of our operation. Each record contains a Start date and a stop date. It also contains the amount of equipment to be moved over this period of time. I am trying to normalize, or spread the equipment evenly of the start/stop window. As this is done for each record, I want to have every record graphed over time to see where the high and low spots are, to then smooth out the sand, making out operation run more smoothly and more predictably. Any ideas how to do this with Access 2007?
