creating resources in outlook and assigning permissions

I need to know how to create a resource properly and assign the correct
permissions so that everyone can schedule a resource but only change their
own commitments for each resource.

While you are in the address book to select names, place the resource
(conference room/person) in the "Resources" placeholder instead of the
"Required" placeholder.
