I need to develop a master presentation allowing restriction to certain
information on a slide by slide basis. The presentation needs to have
certain text fields that are unrestricted and others that are restricted so
people can only change what I allow them to change...can this be done?

Not directly, no.

You'd have to create the slides with all the restricted stuff and then do a
Save As and save as images. Then you'd reimport those images into a new
blank presentation and add the unrestricted textboxes on top of each
restricted image.

If you can require the end users to install an add-in in order to use the
presentation, then this is probably possible.
