creating a new langauge locales in xp...

How can you create a new language locales in xp?...it's not keyborad layout
as I am aware of the program provided by MS that allow you to map the keys.
But I find if i made one..let's say for Burmese...I have no where to place
that layout except in some other language's locales....so basically when you
want to use it you have to switch to..let's say..Thai...to access that
layout....

Is there any way to create another locale beside the limited one provided by
MS?

(I believe the language locales is identified visually in the GUI by the two
capital letter in the language bar, ex : EN, RU, CH, etc... )

I am aware this might involves tons of coding and/or hacking which I have no
experience of. That said, I am just curious since in Vista they seem to
added some new "language".
