Right-click on the Start Button and choose "Explore All Users". This
will give you the familiar two-paned Explorer interface. You will see
all the Start Menus for the users on the system, including the one for
All Users. Open your own Start Menu and create folders and organize it
any way you want. If you want the same structure for everyone, use the
All Users menu. I don't know why you had difficulty before.
