Creating multiple Grouping for rows in crosstab

Hi, I am trying to simulate the pivot table in excel with multiple
groups in rows,

For example, Across the top for column headings i would have the year
then for the rows, I want, first a primary group for State, then a
subgrouping of city

Is this possible in Access, I only seen one grouping examples, none
for multiple groups. Is this possible with PIVOT and if so, can PIVOT
be used in a report?
