Creating a mime type

Can I create a mime type in IE, so that when I click on a link with
that extension it will open that file in whatever program I tell it
to? Does the program have to have special support for this? It can
load the filetype if I go file open in the program, but it doesn't
have anything special in its code to work as plugin or activex
control.
