Creating a message that is repeated

I send attachments to my clients. I want to create a "cover letter" in the
body of the email that goes with each custom attachment. I have been pasting
the body of the text. Is there a way to create a template or form letter
that I can pull up, put in the address, change the name, add the attachment
and send?
