Creating a Local policy in a domain

I am wanting to create a group that is able to add printers and software on the local computer since only administrator can accomplish this in a Domain. I want to give permission to remote user by adding the specific user to this type of group through a domain group policy. Can someone give me direction on how to accomplish this. Thank you so much.
