Creating a List of Individuals who can exclusively mail a mailbox

Am using Outlook Express and want to know how I can block
ALL messages sent to my e-mail address APART from those e-
mail addresses that I actually WANT to receive messages
from through the mail filter facility.
I can block individual spam mail but I have a list of
addresses which I regard as safe senders and I want to
block everything else OUT !!!
